I think the only way to see a significant drop in these statistics is to launch a dismantling blitzkrieg on drug laboratories. Cut the supply so you can cut the demand.

Paco sounds like one of the most dangerous substances. Mainly because the proportion of ingredients can never be controlled since its made up of discarded materials. Fighting Paco will be hard without fighting Cocaine.
